FEDERAL TECHNOLOGY TRANSFER:
MEASURING IMPACT, INNOVATION & EFFICIENCIES
Technology transfer encompasses a wide range of activities aimed at dissemination of knowledge and discoveries to the benefit of the public. For example, strategic alliance and technology transfer functions at NCATS, a federal laboratory, includes activities aimed at enhancing collaboration, innovation, and acceleration to advance the science of translation, the process of turning observations into interventions to improve health. In U.S., the new knowledge and discoveries can originate either at universities or institutes receiving federal grants or funds (federally funded) or at federal laboratories (federally owned). Although both types of innovative entities utilize similar technology transfer mechanisms to disseminate knowledge and discoveries, the laws, regulations, polices and guidelines governing each of them can differ resulting in significant divergence in the way the entities operate, implement, and evaluate their technology transfer.
The workshop aims to present diverse perspectives on a) ways of evaluating the contribution and impact of Technology Transfer Offices (TTOs) activities, outputs, and outcomes (agency specific, economic, and public health) to their Institute/Agency mission, and b) models, tools, and examples of measuring structural and functional efficiencies and innovations of TTOs. The goals of the workshop are to enhance awareness and knowledge among different stakeholders about different perspectives and tools to identify TTO activities, outputs as well as outcomes that help the agency’s mission while capturing the entirety of the U.S. Government’s technology transfer objectives. Various stakeholders’ voices, practitioners’ perspectives and policy makers’ visions will be shared. Each of the four proposed sessions over the two-day workshop will focus on a unique but inter-related topic.
