The definition of capital used by the CAGs (Capital Allocation Group) when making decisions is that used by NERC.
NERC considers capital to be the creation or purchase of an asset that:
has a useful life exceeding one year
costs more than £25,000.
An asset can be anything from equipment to buildings, from IT software to supercomputers.
Capital can include labour and development costs associated with the creation of the asset. This may include costs for:
Transport
Delivery
Installation & commissioning
Consumables associated with the adaptation of the asset
Items that form a suite of equipment totalling more than £25,000, but which individually are less than £25,000, may be funded as capital. All components must be necessary for the task proposed.
A clear case must be made as to how any suite of equipment will collectively constitute a single asset.
What cannot be funded as capital are:
items under £25,000
items with a life expectancy of less than one year
staffing after the creation of the asset, such as resources related to the operation
insurance and servicing
user training after the asset’s creation
routine replacement and, or, repair of assets, such as:
building repairs
maintenance
scheduled replacement of standard equipment
costs related to rent or leasing

Any instrument that is currently involved in any NCAS Observations measurement campaign.
NCAS Science supported campaigns
AMOF supported campaigns
Repairs to an instrument must be within a time frame that will it allow it to contribute meaningfully to the measurement campaign.
This is for emergency repair and not routine maintenance.
Repairs estimates should be > £5k.

The NCAS & AMOF Capital: New Ventures call is aimed at improving NCAS observational & experimental infrastructure and its environmental impact through capital investment.
It will fund new instrumentation\service\facility.
It will fund the upgrade and replacement of existing provisions.
If a replacement, consideration of the disposal of the previous asset must be shown.
Capital items must meet the NERC definition of capital, cost > £25k
This access path cannot be used to request resources such as staff time, service, or maintenance.
Applications can be submitted at any time between 1st October — 31st July.

NERC often make large sums of money available for investment at short notice.
The Big Ideas microsite puts NCAS in a position to respond to such calls with strategically planned ideas in place.
NCAS encourages staff to add ideas to the list so that they can be discussed by the NCAS Executive Team and hence be considered as part of the regular long term strategic planning process.
