A comment from the December 2025 survey asked if there is a family friendly document for parents to evaluate if their child is receiving appropriate APE services.
What constitutes appropriate APE services is an IEP team data-based discussion and determination. The IEP team should review student performance data, progress toward goals, grades, and progress toward the general education curriculum.

IDEA uses the term regular education program or class and indicate that the least restrictive environment is when students participate in the regular education program receiving the regular education curriculum and the class is taught by a regular education teacher.
The general education setting is the regular educational environment or regular class with nondisabled peers. Least restrictive environment indicates that removing students with disabilities from this environment only occurs if the nature and severity of the disability is such that education in regular classes with the use of supplementary aids and services cannot be achieved satisfactorily.
