Overview of Goal
The English Language Arts Wyoming Test of Proficiency and Progress (ELA WY-TOPP) is the primary measure for the NCSD Literacy Goal. The ELA WY-TOPP assesses students in Grades 3 through 10 in four strands; reading literature, reading informational text, language/vocabulary, listening, and writing. Teachers use the NCSD curriculum to teach the Wyoming Content and Performance Standards. Collaborative teams plan and use multiple resources and strategies to meet the needs of students within the classroom. The literacy goal in the NCSD strategic goal is... By 2024 each assessed NCSD grade level will meet or exceed targets on the State English Language Arts academic indicator as measured by the statewide (WYTOPP) assessment in grades 3-10. The target levels are determined by a state professional judgment panel and utilized in the Wyoming Accountability Model.
For grades 3-8 the target levels are:
• Below Target < 51 • Meets Target >= 51 to < 68 • Exceeds Target >= 68
For high school the target levels are:
• Below Target < 48 • Meets Target >= 48 to < 60 • Exceeds Target >= 60
These target levels are used to determine the achievement levels for schools and therefore were chosen as the target levels for the NCSD Strategic Plan. This decision aligns the NCSD Strategic Goal with the goals that individual schools use for school improvement plans.
There are three strategies identified to meet the literacy goal within the NCSD Strategic Plan.
● Implement an evidence-based literacy framework
○ 5 components of literacy
○ Content literacy
● Implement evidence-based intensive targeted literacy interventions
● Develop and deliver a vertically aligned curriculum

Journey Elementary recently hosted a spectacular literacy celebration event in partnership with the Barbara Bush Literacy Foundation’s My Home Library program.
NCSD students, staff, and school families had a wonderful time celebrating the magic of reading with fun literacy-based activities and themed dress-up days during Read Across America Week!
