Most Learning Management Systems, including D2L, allow you to pre-set times when content or tools are available to students. D2L can also perform some management tasks if you supply it due dates for assignments.
In fully-online courses especially, having material gradually appear, week-after-week, sets the pace for students, who otherwise may be unsure how to pace themselves. If multiple modules or even a whole course is made available all at once, students may be inclined to rush through it, getting it "out of the way" rather than devoting appropriate time and reflection to your course.
