The State Seal of Biliteracy is an award provided by state approved districts that recognizes high school graduates who attain high functional and academic levels of proficiency in English and a world language in recognition of having studied and attained proficiency in two or more languages by high school graduation. Our vision is to help students recognize the value of their academic success and see the tangible benefits of being bilingual. The State Seal of Biliteracy takes the form of a seal that appears on the transcript or diploma of the graduating senior and is a statement of accomplishment for future employers and for college admissions. The following colleges and universities have established policies to award college credit for the Massachusetts State Seal of Biliteracy
Encourage students to study and master languages;
Certify attainment of biliteracy skills;
Recognize the value of language diversity;
Provide employers with a method of identifying people with language and biliteracy skills;
Provide universities with a method to recognize and give credit to applicants for the attainment of high level skills in languages;
Prepare students with skills that will benefit them in the labor market and the global society; and
Strengthen intergroup communication and honor the multiple cultures and languages in a community.

You should be a Martha’s Vineyard Regional High School student in a level 4 or 5 class to take the assessment for the SoBL. You should meet the requirements for the World Language/Latin along with the English Language criteria.
Students who attain a score or level at the Intermediate-High level on a proficiency-based assessment can obtain the SoBL. In our language classes, we give the STAMP assessment which is based on the ACTFL Proficiency Guidelines of 2012, published by the American Council on the Teaching of Foreign Languages. This assessment tests Reading, Writing, Speaking and Listening. In order to qualify students need to obtain Intermediate-High on all four skills. For example, if a student takes the STAMP and earns a novice high on one or more sections, the score would not meet the requirements for the SEAL. We do allow students to retake one section of the STAMP; this must be done within 90 days of taking the assessment.
Students will take the STAMP test. In order to qualify for the SoBL, students need to receive a score of Advanced Low.
Students must obtain the following scores on the Next Gen MCAS: 472-500 (PM)
Students who demonstrate mastery of English and a foreign language may be eligible for the State Seal of Biliteracy with Distinction. To earn the State Seal of Biliteracy with Distinction, students must meet the following criteria:
English Language: 501-560 on MCAS (M/E)
World Language: scoring at the Advanced-Low level of the ACTFL Proficiency Guidelines of 2012 on an assessment approved by the Department.
The SoBL is granted to all seniors who meet the criteria for the award. Students do not need to be enrolled in a language class to take the SoBL assessment. For each level, criteria are set for students whose first language is English who are learning a second language, for students who speak a language other than English at home and for English Learners who are developing academic proficiency in their home language while mastering English. MVRHS students enrolled in levels World Language courses at levels 4 and 5 or Latin class at level 3 will automatically take a proficiency test (STAMP standardized exam) as part of their course. This will take place as a midterm and/or final depending on your graduation year; students can expect to receive test scores within a few weeks.
WHS seniors who receive ELL services and believe their language skills (speaking, listening, reading, and writing) in their first language meet the criteria of Intermediate High, should send an email to eslossberg@mvyps.org to organize testing along with doing the sign-up form above. The test will take place in February.
If a MVRHS senior is NOT enrolled in a language class and they believe their language skills (speaking, listening, reading, and writing) in their home language meet the criteria of Intermediate High please fill out the form under resources & links on this page to sign up. The STAMP is available in: Arabic, Chinese (Mandarin), French, German, Italian, Japanese, Korean, Portuguese, Russian and Spanish. However, if your home language is not assessed by the STAMP please indicate that on the form so we can arrange for other assessments that do assess the language you need. We find the qualifying assessment for you and share that information with you after you sign up. The test will take place in February.
