English language learners

Program Description


The ELL Program at Mascoutah CUSD #19 is for Emergent Bilingual non-native English speaking students who need support with spoken English or reading and writing in English.  The program provides support to help students succeed in academic subjects and learn English.


Instructional Goals:  To meet academic achievement standards for grade promotion and to become proficient in English.



Type of Instructional Support


Enriched Second Language Immersion (I): Subjects/content areas and language are taught in the student’s second language, English. Students are immersed in the English language in everyday scenarios as well as academic content. Generally, students in grades PK-1 will qualify for this support.


Push-in (PI): ESL teacher supports students by going into his/her classroom during regular academic instruction.


Pull-out (PO): ESL teacher supports students by meeting with student independently. Students receive this type of support along with push-in support.

Study Skills (SS): ESL teacher supports students through direct instruction on vocabulary strategies, study skills, reading and writing strategies, and test-taking strategies.


ELL Consult (C): Students whose composite scores on the ACCESS® assessment are a 3.9 or higher and/or have received ESL Services for 3 or more years may qualify for ESL Consult. ESL teacher supports student on an as needed basis, meeting with student and classroom teachers periodically.


Academic Accommodations (AA): Students may receive academic accommodations to support learning, if appropriate. See Academic Accommodations checklist.

Exit Procedures 

The state of Illinois requires that students remain in the ESL program for three years or until they reach proficiency in academic English. A score of 4.8 on the WIDA© ACCESS for ELLs assessment is considered proficient.


Special Education Services

For students requiring specialized services, language instruction meets the objectives of the student’s Individualized Education Program (IEP).
