The Daily BR Release will be processed within the TAT and released based on the following minimum conditions:

1. RGOB Funded Activities

   • A fortnightly forecast must be submitted.

   • There must be a sufficient budget provision at the time of release  approval.

   • Utilization must be not less than 80% for any subsequent fund release.

2. Externally Funded Activities

   • A fortnightly forecast must be submitted.

   • There must be a sufficient budget provision at the time of approval.

   • There should be sufficient fund balance against each FIC. In case of insufficient fund balance, Budgetary agencies must follow up with relevant donors to accelerate fund disbursement. In case of delay in fund disbursements from the donors/financiers, Budgetary agencies may process for pre-financing, if it's a priority project and is of utmost necessity.

   • Utilization must be not less than 80% for any subsequent fund release.

Budgetary Bodies can check the release status and agency signatory from the 'BUDGETARY (BR) RELEASE REQUEST' module under 'BR RELEASE REQUEST SUBMITTED' heading along with other details.

Pre-financing is available exclusively for priority projects.

Budgetary agencies should engage with relevant donors to expedite fund disbursement if there is an insufficient fund balance under FIC.

If there are delays in fund disbursements from donors or financiers, agencies can request pre-financing by contacting DMDF. DMDF will identify priority projects and recommend activities to DTA.

DTA will expedite the release process without delaying service delivery based on DMDF's recommendation. DTA will submit a list of pre-financed activities for approval and endorsement by the Ministry at the end of each month.

The DTA reconciles the releases  for the month in the  1st week of the subsequent month with the Bank of Bhutan.

 To avoid missing releases issues during month closure, spending agencies must reconcile the releases with the bank frequently as possible.
