In 1997, Rosyth was designated a "mega-school" and a new site at 21 Serangoon North Avenue 4 was earmarked to be its new home in the 21st Century. Construction began in mid-1999 and was completed in November 2000. A symbolic walkover was organised from Parry Avenue to the new site on 17 November 2000. The school flag was lowered for the last time at the old school site and brought over to be raised at a special ceremony at the new school.

Focusing on holistic development, the school continued to emphasise academic excellence alongside character and citizenship education. Rosyth's core values for students and staff, I-CARE, were introduced. Structures were put in place to incorporate National Education in the curriculum to imbue a strong sense of national identity and social responsibility. As the Cluster Centre of Excellence for Aesthetics, Rosyth has a structured approach to develop its students holistically.
