What is Full SBB?
What is Full SBB?
Full Subject-Based Banding (Full SBB) is MOE's initiative to move away from the traditional Express, Normal (Academic), and Normal (Technical) streaming system. Instead of being placed in separate streams, your child will be in mixed form classes with students of different strengths and interests. This approach allows each student to take subjects at levels that best match their individual abilities and learning needs.
Your child will study about one-third of their subjects (Art, Character and Citizenship Education, Design and Technology, Food and Consumer Education, Music, and Physical Education) together with their mixed form class at a common level, whilst continuing to take core subjects like English, Mathematics, Science, and Mother Tongue at their appropriate levels based on their PSLE performance.
Benefits for your child
Full SBB provides greater flexibility for your child's learning journey by allowing them to take subjects at various levels. This encourages interaction between students with diverse strengths and creates more opportunities for your child to discover and develop their unique talents.
Teachers will use varied teaching approaches to cater to different learning needs within the same class, ensuring that every student receives appropriate support. Ultimately, Full SBB aims to nurture the joy of learning whilst providing multiple pathways for your child to succeed according to their individual interests and abilities.
More information can be found on MOE's website here.
Alternatively, you can access BMSS website here for specific information.
Subject-Based Banding / offer of subjects at a More Demanding Level (MDL)
If your child/charge is posted to Posting Group 1 or Posting Group 2, he/she may be able to take some subjects at G2 or G3 Levels to allow him/her to stretch himself/herself and acquire deeper competencies in his/her area(s) of strengths.
Parents will receive the Letter of Offer by 19 December 2025 via Parents Gateway to indicate acceptance by 24 December 2025, 12 pm.
What are the CCAs available in BMSS?

National Digital Literacy Programme (NDLP)
What is the National Digital Literacy Programme (NDLP)?
MOE launched the National Digital Literacy Programme (NDLP) for our schools and Institutes of Higher Learning to help students strengthen their digital literacy and acquire digital skills needed to navigate an increasingly digitalized world.
Under the NDLP, every secondary school student will own a school-prescribed Personal Learning Device (PDL). Students may use funds from their Edusave Account to pay for the PLD.
What are the objectives of NDLP in BMSS?
With 1 to 1 tech-enabled learning, to create a student-centric, engaging and stimulating teaching and learning environment which encourages Merahans to:
take ownership of their learning and develop their digital literacy,
participate in self-directed and collaborative learning and
extend their learning beyond the classroom.
What is the Device Management Application (DMA) that Personal Learning Devices (PLD) will be installed with?
The DMA has a variety of functions that will support the use of the PLD in the classroom, as well as safeguard students’ cyber-wellness. The DMA can:
Remotely deploy teaching and learning applications as well as security patches
Enable teachers to monitor and control the students’ screens
Restrict apps and websites accessible
Limit screen time
The Device Management Application (DMA) which will be installed in your child/charge’s PLD collects data on usage by the student, such as the amount of time spent on each application. The DMA data will only be used for MOE’s cyber-wellness measures and technical troubleshooting. MOE will not disclose the data to any person otherwise than permitted under the law.
What are the administrative and payment processes involved in getting a PLD?
The school uses the Acer Travelmate Spin B3 (Windows OS laptop with touchscreen) which costs about S$700.
After the parents engagement session on 16 January 2026, the Purchase Agreement and Edusave forms will be sent to parents via Parents Gateway.
After the necessary administrative processes are completed, the school will place an order for the PLDs.
School will make arrangement for students to collect their PLDs once they are delivered to school. Arrangements will be made for the students to unbox and check the PLD together with the installation of the necessary software.
Note:
Edusave can be used to pay partly or fully for the PLD. A Singapore citizen student can use up to the available Edusave balance in his/her Edusave account to pay for the PLD after setting aside provision for payment of miscellaneous fees.
Based on experience, students have more than enough money in their Edusave to pay fully. Parents/guardians can also choose to pay cash for the PLD.
Subsidies are available for students who require financial assistance to purchase a PLD.
