The Malaysia Education Blueprint 2013-2025 (MEB) highlights the need to ensure that every child is proficient in at least two languages: Bahasa Malaysia and English. In response to the challenge of improving the standards of English in Malaysia, the English Language Standards and Quality Council (ELSQC) produced the English Language Education Reform in Malaysia: The Roadmap 2015-2025 (the Roadmap) in 2015 to enable the nation to develop English Language education of an international standard and aligned to the Common European Framework of Reference for Languages (CEFR).
