MAAE's 20th anniversary celebration of Fine Arts Education Day and its 10th year to co-host with principal allies in the Missouri Art Education Association the Senate Student Fine Arts Exhibit were a resounding success. Thanks to Dr. Karen Stafford who led the efforts for the Fine Arts Education Day festivities, and Vicki Bean who led the team working on the Senate Exhibit. Special thanks to Jeff Sandquist, who has been the heart and soul for these events since their inception and who provided vital ground support to bring each event to fruition in 2024. MAAE's Show-Me Arts Student Advocacy Summit held the night before Fine Arts Education Day, led by Sarah Mathews was also a success, with over 60 student registrants. Two additional "firsts" for MAAE included a Celebration Summit honoring MAAE's sponsors, donors and volunteers, and our first "mocktail" party allowing student delegates to the summit to mingle and converse with adult leaders and policy makers were held on 4.2.24. Kudos to all who participated! You help strengthen arts education in Missouri, build community, and make the world a better place! Also in April, MAAE attended the convening sponsored by the Missouri Arts Council bringing artists and arts leaders together in Mexico, MO. Attendance at the State Board of Education meeting, MO Percussive Arts Society's "Day of Percussion" event, and the Missouri Association of School Librarian conference were additional highlights. With many book challenges being faced by these allies, MAAE has adopted a statement of Artistic Freedom which you are invited to endorse.
Congratulations to KE Griffin, attendee of the online professional learning "All About Jazz" on April 9, and the winner of an MAAE sponsored free one-year membership in the Missouri Association of Jazz Educators.

Report from Vicki Bean, Senate Student Fine Arts Exhibit Chair
The Senate Exhibit awards ceremony was well attended by students and senators. Thirty of the thirty four student artists brought teachers and family and packed the rotunda. We had nearly 100% participation from the senators during the “Meet and Greet.” The capitol communication dept. and the senate office staffers made sure each student artist was presented a resolution.

I am so honored to be involved with this awesome arts advocacy effort. There are many rewards and wonderful stories coming from the teachers and parents about how impressive the event was to them and about their interactions with their senators.
My favorite story from this year is about a student honoree who moved to Missouri (Senator Crawford’s district) from Ukraine. His parents do not speak English and needed to bring an interpreter to the awards ceremony. I shared this information with the senator’s office and she reached out to the teacher. Senator Crawford arranged a meeting, a tour of the capital, art tour, presented the student a resolution, and spent time visiting with their group. The arts really are the universal language.
Our final count for participation is 155 teachers, 1,342 pieces of art.
Special thanks to Kelly Downs, Director, SEMO Arts Council, for including us in the Southeast MO Youth Art Month activities and allowing us to share the student art from area Cape Girardeau in the Senate Exhibit. This partnership really increased submissions to three senate districts that ordinarily have very low numbers.
Huge THANK YOU to all the people involved in producing this year’s Fine Arts Education Days — especially the 10th Anniversary of the Senate Student Fine Arts Exhibit! Also, special thanks to Mrs. Claudia Kehoe, our keynote speaker.

What is an Arts Centered approach to instruction?
We at MAAE believe that, arts centered education draws on the natural human inclination towards artistic expression to increase engagement and provide alternative access points to academic content. Art integration's multi-modality approach promotes creativity, imagination, innovation, social-emotional learning, and critical thinking, leading to a better understanding of academic content.

MAAE Legislative Update - May 2024
The legislative season has been keeping the Legislative Watch Committee busy and we continue to review bills and budget amendments with help from our lobbyist, Kyna Iman. With only three weeks remaining to pass the budget before the constitutional deadline to send the budget to the Governor for final consideration, all eyes are anxiously watching the Senate Appropriations Committee to begin their process to review the House budget proposals. With time quickly running out and the continued dysfunction in the Senate, the threat of a special session is now looming.

Our work to date includes a few Calls to Action which are posted on the website, as well as current bill tracking.
HB 2002- Fund the Missouri Fine Arts Academy and the Missouri Scholars Academy is still continuing through the Senate. We ask that you please thank your state Representative for their support of the $850K funding for the Missouri Academies in 2025 and please also reach out to your state Senator to ask for their support for funding at the $850K level for the Missouri Academies in 2025.
We are also asking for full funding for the Missouri Arts Council from the collection of revenue from the Non-Resident Athlete and Entertainers Tax - ($20M.)
A concerning piece of legislation that has passed is SB 727. Calls to Action were sent out by the Alliance, as well as many other Educational Organizations. After considerable debate, the House Truly Agreed to and Finally Passed the bill by a narrow 82-69 vote. The bill now will be sent to the Governor for final approval.

Earlier this year, the DESE art gallery was expanded and able to now host student artwork from 2 schools every 2 months. In this school year so far, 328 students have had artwork on display in the Jefferson Building in Jefferson City and on the virtual gallery found on the DESE fine arts curriculum website. There are more schools scheduled to display for May and through the summer. Students receive recognition at the State Board meeting and a certificate from the State Board President, as well as their art displayed in a powerpoint for the Board meeting. Several families are coming to view their student’s artwork here in person this month as well. I’m so thankful for the talented and committed art teachers who encourage their students and provide quality instruction. I am honored to be the curator of this opportunity for Missouri students! If you are interested in touring the artwork on display or in having your school participate, please contact Dr Kendra Franks at Kendra.franks@dese.mo.gov.
I had the privilege of judging music compositions for the Technology Student Association (TSA) of the Career and Technical department of DESE. It was awesome to see the integration of arts as part of their competition and the provision for students to use their skills in both technology and the arts.
I hosted a meeting for Directors of Fine Arts from around the state of Missouri. Along with building relationships, we discussed the issue of “Expectations Management” particularly for newer teachers and are looking forward to our next meeting in the summer!
Visit DESE’s Virtual Art Gallery here, which features creations this month from Indian Creek Elementary of the Center School District under the instruction of art teacher, Jennifer Short and Stanberry R-II under the instruction of art teacher Natalie Strough. For more information about how your school can participate in the art exhibit, please contact Dr. Kendra Franks, DESE’s Fine Arts Curriculum Director at Kendra.Franks@dese.mo.gov.
Artwork is on display in the Jefferson Building 8:00 a.m.-4:00 p.m. on Monday-Friday (except for state holidays). Please contact Kendra Franks, Arts Education Director before visiting.
Started in 2004, the Department of Elementary and Secondary Education has invited public schools throughout Missouri to submit samples of their students' artwork. The art is displayed in the Department's main office in Jefferson City and in the room where the State Board of Education holds its regular monthly meetings. Artwork from each featured school is showcased for a month. The same artwork is now featured here. For privacy reasons, the full names of the student artists will not be published here.
Schools that will be featured in the Virtual Art Gallery are already scheduled for several months in advance. Please do not submit unsolicited artwork. For more information, contact:

Costumes Worn by Ginger Rogers on Display at State Historical Society of Missouri
Open til August 2024

Costumes worn by Hollywood actress Ginger Rogers during her lengthy career as an entertainer.
State Historical Society of Missouri
605 Elm St.
Columbia, MO
The exhibition Ginger Rogers: Dressed to Impress opened in March and runs through August 2024 at the SHSMO Art Gallery.
Born in Independence, Rogers broke into cinema as it evolved from silent films to talkies in the 1930s. The actress had already made 20 films by the time she met Fred Astaire, with whom she formed a legendary dance partnership during the Golden Age of Hollywood.
Recently, a dazzling collection of costumes worn by Rogers was donated to the Missouri Historic Costume and Textile Collection (MHCTC) in the Department of Textile and Apparel Management (TAM) at the University of Missouri. TAM is collaborating with the State Historical Society to showcase the costumes at the art gallery in the Center for Missouri Studies.
Joan Stack, curator of art collections at the State Historical Society, said the exhibit features not only beautiful full-length gowns worn by Rogers, but it also includes trousers she wore for a few of her onscreen dance numbers.
“Seeing the breadth of costume styles worn by Ginger Rogers and learning more about her life, we can see how the Missouri native often defied society norms,” said Stack.
One of the costumes in the exhibition includes the dress Rogers wore on stage as the main star in the Broadway musical Hello Dolly! In the 1970s, Rogers reinvented herself as a solo artist with an internationally successful revue featuring songs and costumes inspired by past performances. Nicole Johnston, the curator of the Missouri Historic Costume and Textile Collection, points out that Rogers collaborated with fashion designers to help shape her personas on stage and screen during an era when gender roles were changing in America.
