March is a busy time for the Alliance with all of these celebrations and our annual advocacy events in Jefferson City. March 21 and 22, 2023 will be fun-filled days at the Missouri's capitol with the SHOW-ME Arts (SMArts) Summit - student advocacy training on Tuesday evening, followed by all of the great events of March 22 including Fine Arts Education Day, the Senate Student Arts Exhibit Recognition Ceremony, MAAE Annual Awards Ceremony, performances, Youth Art Month exhibits, legislator visits, and other arts encounters throughout the day on Wednesday 3/22. You are invited to be a part of this celebration! Join us!

MAAE Committees continue their hard work with recent successes in all areas. We have had exciting developments in Arts Integration, RIDE, our Advisory Council, Advocacy work and our Legislative Watch Committees. Read on below for more committee highlights. We are so thankful to Andrea Branstetter for the leadership role she has assumed for the past two years as our SMArts coordinator. She has decided to direct her energy elsewhere within MAAE. We are also excited to share that our Communications Director, Rachael Wenzel will be pursuing additional education, and will be stepping away from this role in MAAE at the end of the fiscal year. We wish them both well, while also seeking their replacements. Jeff Sandquist, longtime coordinator of activities for Fine Arts Education Day is also hoping we can find a replacement. It is with a sense of profound gratitude that we at MAAE also say farewell to Roger Kelley who will vacate the office of Arts Education Director at Missouri's Department of Elementary and Secondary Education (DESE) as of March 1. Roger has been helpful to me personally in countless ways and his support of the Alliance has been ever present. He will be missed. MAAE is also assisting the Department in their search for a replacement to fill this important leadership role for arts education in Missouri. Please be thinking about the people in your world, and help DESE find another highly qualified and dedicated candidate to become our next Arts Education Director.

Fine Arts Education Day
Highlighting and Celebrating Arts Education at the Missouri State Capitol
March 22, 2023
Fine Arts Education Day at the Capitol building in Jefferson City is an opportunity to feature YOUR student's talents as we ADVOCATE for the ARTS.
There is no fee to participate in the day’s agenda which includes performances, awards, and visits to legislators’ offices. Students often bring artwork, photographs, playbills, DVDs and CDs to present to their legislators during the visits. Students are also treated to a free lunch of pizza and water in the Governor's Garden. (Pizza reservations needed in advance).
The Missouri Alliance for Arts Education is seeking both in-person performances and video performances. Student performances will be held in the rotunda, and (weather permitting) on the South Steps and in the Governor's Garden between 9am-3pm on March 22, 2023. Interested? This student art advocacy training summit is ideal for fine arts students who are interested in leadership and fine arts advocacy. Encourage your students to attend the Show-Me Arts (SMarts) Empowering the Student Voice in Advocacy Summit in Jefferson City!
Student attendees learn about fine arts issues from legislator trainers and other volunteers, rehearse advocacy pitches and “elevator speech” to present to legislators on Wednesday’s Fine Arts Educators Day. SMarts provides information, training and activities for students - who then apply those skills by meeting with their legislators.

MAAE's Legislative Watch Team is looking out for you - and may need your help! Although there are few bills with a direct and immediate impact on arts education, there are many proposed pieces of legislation which affect education policy, and, if passed, would impact arts ed.
Pending legislation includes areas which could impact access to materials, academic freedom, suppression of certain topics and activities, and policies which might affect arts ed classroom practices.
Senate Committee Substitute for SB 4, 42, and 89, if passed, could interrupt educational services with unfunded additional recordkeeping and reporting measures through the proposed "Accountability Portal." Concerns outlined here.
Proposed legislation - SB 134 prohibits anyone other than licensed mental health professionals to engage in conversations with students about gender identity or sexual orientation.
HB 494, if passed, could have an effect on repertoire selection in theatre classes.

We try to choose the best time within the legislative process to issue a call to action. These calls are usually time-sensitive, as we try to inform decision-makers of the impact of decisions they are about to make. When that happens, we will reach out to you with specific requests and potential talking points to contact your own legislator.

Funding for the Arts
As you reach out to legislators in your district, please encourage them to support for full funding ($850,000) for the Missouri Fine Arts Academy and Missouri Scholars Academy in Fiscal Year 2024. Also mention a request for funding increases for the Missouri Arts Council. The current allocation to the Missouri Arts Council is only $6.7 million, while the estimated revenues from the Athletes & Entertainers tax place the 60% statutory budget allocation for the Missouri Arts Council at $19.8 million. More MAC funding means stronger arts education, a stronger economy and stronger communities!
SB 775 Update -Missouri Association of School Librarians pursues litigation through ACLU Missouri
After much deliberation and reflection following the passage of Senate Bill 775, the Missouri Association of School Librarians Executive Council and Board of Directors voted to pursue litigation against SB 775 through ACLU Missouri. In a prepared statement they voiced the belief that "this is the most effective means at a chance to overturn SB 775 as well as prevent further attempts to limit access to materials." We know the level of hardship SB 775 has placed on our members as well as the impact it has on our school library collections. View Video

MMEA Conference Presentation Success
On January 27, 2023 MAAE's RIDE Committee helped sponsor a presentation and the annual Missouri Music Educators Association Conference. Diane McCullough offered her research with her presentation "Fiddlin' Around" which is a discussion of cultural contributions of Black composers and artists and Celtic Music Traditions to American Fiddle Music. Lesson plans authored by Blake Hernton and Suzanne Palmer were also shared.
The presentation was met with so much success that we have decided to reprise that sharing via ZOOM on 4/13/23 at 4:30pm. One-click registration
This program will include elements of fine arts, literary arts, and food, and the culminating project will be the publication of student-selected recipes with accompanying stories and images which share each individual’s relationship with that food and its connection to their sense of identity, culture, family, and/or community.
MAAE's RIDE Committee is seeking schools from both rural and urban settings who would like to become involved in the DEI and Delicious Dishes program.

Racism, Inclusion, Diversity, and Equity Committee
The full committee meets quarterly and work groups meet monthly to manage programs and projects. DEI and Delicious Dishes 2.0 is planning for their field trip experience on 3/18/23 to the Kansas City area. The IDEA Council of statewide arts education leaders met on 2/23/23, and curriculum-centered presentations through a DEI lens are being planned.

MAAE - Looking for School Partners
Promoting teaching strategies which involve the arts in teaching and learning, such as Arts Integration, continues to be priority work of the Missouri Alliance for Arts Education. Funded by a special grant from the Missouri Arts Council, and beginning in 2022-23 school year, MAAE will implement the Arts Centered Education (ACE) program, with an emphasis on serving Missouri's rural schools. ACE provides customized, onsite professional learning in arts integration at no cost to the school.

Seeking Presenters for MAIN Events
The monthly meetings of the Missouri Arts Integration Network [MAIN events] allow practitioners in arts integration to share a glimpse into their current work or best practice. It is an opportunity to network with others, to listen, learn, reflect, and increases opportunities for educators to use these skills in their teaching. MAIN events are free to practitioners, and are sponsored by the Missouri Alliance for Arts Education.

St. Louis TAB Workshop - 6/8 - 6/9/23
Meet new friends, collaborate and build together as you cultivate your skills in the Teaching for Artistic Behavior (TAB) pedagogy. This two-day, action-packed (in-person) workshop sponsored by MAAE is designed to help teachers gain tools to implement a choice-based art curriculum. The workshop will be held at two St. Louis area schools allowing participants to experience the classroom arts space, and for student interaction.
Practicing educators and workshop presenters Kari Schepker-Mueller, Elizabeth Williams, Tiffany Marquart, and Dawn Lynn have all received extensive training in the TAB pedagogy and are thrilled to share their knowledge with colleagues. Join the conversation, and get plugged into area resources and regional support for choice-based art.

Make Music Day STL - June 21, 2023
MAAE executive director, Phyllis Pasley, and event coordinator, Marschnee Strong have teamed up to lead the Make Music Day - St. Louis team for 2023. The St. Louis group joins teams from around the world to celebrate the making of music on June 21. You're invited to become a part of the efforts in St. Louis and plan to attend the planning sessions on April 12, May 17 and June 14 at 7-8pm in preparation for the celebration on June 21. The Big Yellow School Bus Grant helps schools meet the transportation costs of educational field trips to arts institutions and activities in Missouri that are funded by the Missouri Arts Council. Eligible activities include art museums, festivals, exhibitions, and performances of music, dance, and theater.

MAAE's Advisory Council for Financial Sustainability
Council members attend quarterly meetings to help seek out ways to pursue funding to support MAAE services and programming. Meetings are held virtually, with plans for a hybrid (virtual and/or in-person) meeting at least once each year. Learn more about the council here. The group is led by council chair Harlan Brownlee. Future meeting dates are set for 5/11/23 and 8/24/23, 3-4pm.

Legislative Update
MAAE's Legislative Liaison, Kyna Iman, has been very busy trying to help MAAE's Legislative Watch Team monitor a host of legislation this season. We are grateful for her help! Kyna's reports are sent to the team weekly, compiled into a single document, arranged in reverse chronological order, and may be accessed at any time.
If a call to action is needed, we will reach out to you with specific requests to contact your own legislator. MCA Day at the Capitol 2/8/23 Arts Advocacy Success!
The first full week in February found arts champions from across the state engaging in meaningful collaborative efforts and conversation.
Missouri Citizens for the Arts (MCA) kicked off the week on Monday with a Facebook Live advocacy training.
Tuesday and Wednesday both MCA and the Missouri Arts Council (MAC) held both separate and joint gatherings in Jefferson City.
Wednesday marked the annual Missouri Arts Council's Awards, which were presented by Lt. Governor Kehoe and the members of the Missouri Arts Council.
Throughout the day dozens of arts champions conducted meetings with Missouri lawmakers to discuss arts-friendly policies. Their efforts helped support Full Funding ($850K) for MO Scholars Academy and the Missouri Fine Arts Academy.
The Executive Committee and Board of the Missouri Alliance for Arts Education creates an annual advocacy agenda directed toward the State Board of Education and the Missouri General Assembly.
Missouri Alliance for Arts Education encourages our leaders to enact policies that support high quality arts education in Missouri. MAAE has published a fine arts education advocacy agenda to reaffirm and support that high quality fine arts education is essential for all students.
Expressions Challenge is all about providing teens with a platform to share their voice and letting them know that they are heard. Our goal is to let teens talk about the issues that matter to them and impact their everyday lives. They can do this through art, spoken word, music, and video production.

The Missouri Department of Transportation is excited to invite Missouri students in grades K-8 to help fight litter in Missouri – and to have creative and educational fun – by participating in the 2023 “Yes You CAN Make Missouri Litter-Free” trash can decorating contest. This contest is part of MoDOT’s annual “No MOre Trash!” statewide litter campaign.
The Judicial Learning Center is excited to provide a venue for students within the District to express their view of juries through artistic expression. Entry in the competition is free and open to all students in grades 1-12, including public, private and home-schooled, within the Eastern District of Missouri.

U.S. Department of Education Nationwide Call for Student Performing Artists
The Department of Education issued a “call” across the United States and its territories for student performing artists interested in showcasing their talent, virtually or in-person, at internal and external Department-hosted events.
This is an opportunity for student performers to showcase their talent and gain exposure to an appreciative audience invested in education and student success. National Missing Children’s Day Poster Contest
The national winner and his/her parents and teacher will be invited to Washington, D.C. to participate in the 40th annual National Missing Children’s Day Ceremony on May 24, 2023. Transportation and lodging will be provided. Here is more info.
Screenwriters Research Network International Conference
Missouri will host this International Conference at Stephens College this fall. Leverage the opportunity to network with writers from around the globe! Site visits, guest speakers and/or conference attendance may be possible.

Missouri Art Education Association's Spring Conference "Dream, Design, Do. Dive Deep into Critical Thinking" is March 23-25, 2023 in Springfield at the Oasis Hotel & Convention Center. We have an exciting line-up of FOUR Keynote Speakers (Manuel Herrera, Dr. Janie Pyle, Ray Yang, Mark Kistler) and several Special Guest Presenters! American Pop Artist & Entrepreneur, Michael Albert, is coming to the MAEA Spring Conference as a Special Guest Presenter! He will be in Missouri for a mini Spring tour! MAAE seeks new Communications Director and SMArts Coordinator
MAAE's current SMArts Coordinator, Andrea Branstetter will be stepping down from the leadership role she has assumed for the past few years. Communications Director, Rachael Wenzel will also be vacating her position beginning June 30, 2023. Fine Arts Education Day Coordinator, Jeff Sandquist, is also hoping MAAE will find a person to fulfill those duties MAAE is now accepting email messages/letters of interest and resumes as we search for their successors. DESE seeks new Arts Education Director - Missouri's Department of Elementary and Secondary Education, Office of College and Career Readiness is searching for a new Arts Education Director. The Missouri History Museum is looking for an education and community engagement coordinator.
Mehlville Community Enrichment Strings Instructor needed. The teacher does not need to be certified. It may be a good fit for a college student looking for some educational experience.
Mehlville - Oakville Senior High School is seeking a long term substitute art teacher for a part time position. This is a block schedule (90 minute blocks) teaching one 2D Art Foundations and one 3D Art Foundations class every other day.
