USSYP Scholarship

The United States Senate Youth Program presents an outstanding opportunity for our best and brightest high school juniors and seniors. Leadership, academic achievement, clear speech and logical thought process, and community involvement are the desired qualities for this scholarship opportunity, provided by the Hearst Foundation. A VPA Selection Committee reads and ranks all applications submitted, sets up interviews with the top six candidates, and selects the two delegates and two alternates who will represent Vermont.
United States Senate Youth Program Scholarship Application
The United States Senate Youth Program, established in 1962 by U.S. Senate Resolution, is a unique educational experience for outstanding high school students interested in pursuing careers in public service.
The 64th annual United States Senate Youth Program Washington Week is being planned to be held in person in Washington, D.C. on TBA. Application processes are underway and the national deadline for all states to submit their delegate selections is December 1, 2025. The VPA deadline to receive applications is October 20, 2025.
All eligible students are encouraged to apply. Students must attend the program to receive the scholarship. Regardless of platform, all confirmed student delegates will partake in a comprehensive, interactive leadership program in the stated timeframe, and each will receive the $10,000 college scholarship in the name of the United States Senate. A change from 2024: We will accept JROTC students who hold officer-level leadership positions within their cadet corps for the entire academic year as qualified to apply to the USSYP. These leadership positions, often called Cadet Corps Commanders, will be allowed as qualifying leadership positions for USSYP. Serving as a general JROTC cadet alone will NOT qualify. Please check with this and ALL leadership positions under 1(e), that you verify the year-round, officer-level high level of responsibility and public service component for each position prior to submitting your delegates.

The Elks National Foundation (ENF) has kicked off the 2026 scholarship year. Here are the details!
Most Valuable Student (MVS) Contest:
The 2026 MVS application is now open. Applications can be found online at enf.elks.org/MVS. The application deadline is November 12, 2025.
The Elks National Foundation (ENF) awards 500 four-year scholarships based on academics, leadership, and financial need. National awards range from $1,000 per year to $7,500 per year. The national awards will be announced in April 2026.
MVS scholarships are for high school seniors who plan to pursue a four-year degree on a full-time basis (minimum of 12 semester hours), at a U.S. college or university starting in 2026-27. Some important applicant details include:
« Current high school seniors (or equivalent) who are citizens of the United States are eligible to apply.
« Applicants do not have to be related to a member of the Elks.
« Male and female students compete separately.
Applicants select from a list of the Lodges closest to their home address zip code. Students should choose Rutland Lodge #345 as their sponsoring Lodge. Complete details can be found at enf.elks.org/MVS.
Legacy Awards – The Legacy Awards contest opens on September 1, 2025. Legacy Awards provide $4,000 scholarships for children and grandchildren of dues-paying Elk members. The ENF offers a total of 350 national awards. The application deadline is February 2, 2026. Please visit enf.elks.org/Leg for more details and the application link.
