MEF UNIVERSITY AI POLICY 2.0 SUMMARY
Being Türkiye’s first Artificial Intelligence (AI) Integrated university, MEF University encourages the use of AI in higher education and beyond, covering education, research, and administrative processes. In its AI policy, references have been made to the Turkish law, Türkiye’s National AI Strategy (2021–2025), and international frameworks such as the OECD, EU, G20, and UNESCO. MEF University adopts the OECD/EU definition of AI, emphasizing respect for human rights, democracy, privacy, security, inclusivity, data sovereignty, and accountability. When developing AI strategies, MEF University will comply with the laws of the Republic of Türkiye and the EU AI Act, especially obligations for high-risk AI in education, ensuring transparency, documentation, human oversight, and data protection.
Resources such as the AI Café (free access to paid AI tools) and dedicated support from the IT Directorate, Library, and Center for Research and Best Practice in Teaching and Learning (CELT) will provide training, guidance, and infrastructure for ethical and effective AI use.
This policy will be implemented university-wide starting from the 2024–2025 academic year and will be regularly updated by the AI Committee.

Students are supported in using AI as a learning tool, provided they follow these responsibilities:
Use AI responsibly
Employ AI for brainstorming, researching, practice, and feedback, unless otherwise restricted by the instructor.
Treat AI as a tool to support, not replace, the learning process.
Verify and fact-check AI outputs
Evaluate AI responses critically, correct errors, and ensure information comes from reliable primary sources.
Maintain academic integrity
Reflect their own contributions honestly.
Verify and review AI-generated texts, visuals, code, or data before use.
Avoid practices such as using AI to complete entire assignments or assessments.
Cite AI properly
Acknowledge AI use transparently by specifying the tools and models used.
Provide relevant prompts and outputs in appendices where required.
Follow correct citation formats (APA, MLA, IEEE, etc.).
Communicate with instructors
Consult instructors on course-specific AI guidelines.
Use AI in group work only with the consensus of all group members.
Improper Use of AI (Prohibited Practices)
Improper use is subject to disciplinary action under YÖK regulations. Examples include:
Using AI in quizzes, exams, or graded online forums.
Submitting assignments or projects entirely written by AI.
Copying and pasting AI-generated text without verification.
Presenting AI outputs as human-created.
Fabricating data or information with AI.
Using AI to paraphrase (since paraphrasing is a part of the student’s own learning).
Failing to cite AI use properly.
Giving or receiving unauthorized AI-generated peer feedback.
Generating multiple versions of assignments with AI to share with others.
Education
Faculties are encouraged to integrate AI into curricula, assessments, and teaching, redesigning their courses to reflect AI’s role in industry.
Research
All AI use must comply with YÖK’s ethical guidelines. Researchers must protect data, document algorithms transparently, cite AI use, critically evaluate results, and report biases. AI use in research should respect human rights and align with both Turkish law and the EU AI Act.
