Students participating in work-based learning experiences are ambassadors for the school system and thus will need to always represent their school in a positive and professional manner. Make yourself aware of the expectations of behavior before participating in these experiences.

Students under the age of 16 who are interested in employment, must first complete a work permit through the Virginia Dept. of Labor.

VIRGINIA Youth Electronic Employment Certificate Instructions Overview
Youth Employment Certificates are issued through Virginia’s New Employment Certificate application site. Please read the notices below PRIOR to beginning the registration process.
Youth MUST BE age 14 or age 15 to apply for an employment certificate.
Youth DO NOT begin the registration process for an employment certificate until you have a firm offer of employment.
You WILL NOT be issued an employment certificate until you have an employer.
You MUST NOT begin to work until you have been issued an employment certificate by the Department of Labor and Industry.
Work permit applications may be completed online or via a paper form. Paper forms may be requested by calling: (804)371-3104 ext. 131. Permission for Employment form must be completed by the youth’s parent, guardian, or custodian and signed before a Notary Public

The Intent to Employ form must be completed by the employer. The youth must furnish a copy of an acceptable evidence of age document. The employer must retain and certify to the Labor and Employment Law Division the legal age for employment. The Code of Virginia §40.1-94 establishes the following as legal evidence of age documents:

- A birth certificate
- An attested transcript issued by a registrar of vital statistics or other officer charged with the duty of recording births
- A baptismal record or duly certified transcript thereof showing the date of birth and place of baptism of the child
- Other documentary proof of age specified by the Commissioner which includes any government issued identification card such as a passport, DMV identification card, or military identification card.
Only complete forms can be accepted for processing. Faxed or emailed documents cannot be accepted. Original forms must be submitted by U.S. mail.
