Annie Tulkin, parent at OVE and Nancy McInerney, parent at NHE and OV, PTA President, each submitted a 2 min video testimony to the Board of Education Meeting on 12/5/24.

Briefly, here's what we addressed in our testimony:

Community Eligibility Provision (CEP) Schools no longer have to complete Free and Reduced Meals (FARMS) forms. CEP designation requires that 40% of the students or more are eligible for Federal Direct Certification programs, such as SNAP or TANF.  MCPS is no longer counting families that fall below the poverty line, and are not eligible or aren’t aware of Federal Direct Certification programs. In the specific case of Oak View Elementary, a large enough portion of our families fall into this category because we just missed the cut off for Title 1 funding even though Oak View students come from New Hampshire Estates, the highest poverty school in the county. Oak View has the additional challenge of housing the CES program, which brings more affluent students into the most socio-econimocally disadvantaged part of Silver Spring. The data is skewed and MCPS needs to account for this. This is critical. As you know, this data impacts funding allocations to our schools. The most vulnerable students in the county are being disproportionately impacted by this oversight.

Annie Tulkin, madre de OVE y Nancy McInerney, madre de NHE y OV, presidenta de la PTA, presentaron cada una un testimonio en video de 2 minutos ante la reunión de la Junta de Educación el 5/12/24.

Brevemente, esto es lo que abordamos en nuestro testimonio:

Provisión de Elegibilidad Comunitaria (CEP) Las escuelas ya no tienen que completar formularios de Comidas Gratuitas y Reducidas (FARMS). La designación CEP requiere que el 40% de los estudiantes o más sean elegibles para programas de Certificación Federal Directa, como SNAP o TANF.  MCPS ya no cuenta a las familias que se encuentran por debajo del umbral de pobreza y que no son elegibles o no conocen los programas de Certificación Federal Directa. En el caso específico de la escuela primaria Oak View, una porción bastante grande de nuestras familias cae en esta categoría porque no alcanzamos el límite para la financiación del Título 1 a pesar de que los estudiantes de Oak View provienen de New Hampshire Estates, la escuela con mayor pobreza del condado. Oak View tiene el desafío adicional de albergar el programa CES, que acerca a los estudiantes más pudientes a la parte más desfavorecida socioeconómicamente de Silver Spring. Los datos están sesgados y MCPS debe tener esto en cuenta. Esto es fundamental. Como usted sabe, estos datos afectan las asignaciones de fondos a nuestras escuelas. Los estudiantes más vulnerables del condado se ven afectados de manera desproporcionada por esta supervisión.
