So if you start with a fraction and want a percent your going to want to divide the numerator by the denominator and then times 100. if you want a decimal you divide the numerator by the denominator. 

If you start with a decimal and want a percent you are going to multiply the decimal by 100. if you want a fraction you will write it as a fraction. (on the calculator - enter your decimal in the calculator >> hit ALPHA >> y= >> go to 4: >F<>D >> ENTER and you will get your simplified fraction. 

If you start with a percent and want a decimal>> divide the decimal by 100. if you want a fraction write the percent over 100 and then simplify. ( on calculator >> ALPHA >> Y= 1: n/d >> enter -- your answer will be in simplified form.
