1.  Buildings will implement effective Professional Learning Teams. 

Implementation will be measured by a PLT rubric in September, January and June. (Rubric measurement 1, 2 , 3, 4) 

1 = We need to work on this
2 = Partially in place, occasional
3 = In place, frequently observed
4 = Consistently observed or in place
