The English Learner Toolkit of Strategies (ELTS) is designed to support implementation of the historic California English Learner Roadmap policy (CA State Board of Education, 2017). The vision of the EL Roadmap proposes that “English learners fully and meaningfully access and participate in a twenty-first century education…that results in their attaining high levels of English proficiency, mastery of grade level standards, and opportunities to develop proficiency in multiple languages” (EL Roadmap, p. 1).
