The Wicked witch is a dictatorial leader who rules with an iron fist and becomes a very important part of the film as soon as she enters the scene.
Being the main villain she is vital to the film, such as when she tries to take her sisters shoes from Dorothy, only to discover they have a protective charm on them.
This scene shows the witch announcing her need for revenge against Dorothy. Without this statement Dorothy probably wouldn't have been as cautious about her surroundings and would have found herself in many more fatal and dire situations.

The Tin man probably has one of the darkest backstories in the book and is vital to the wizard of oz story line.
This is because he saves the group more than once, such as when he kills the group of hungry wolves the Wicked witch sends after them.
"This is my fight," said the Woodman, "so get behind me and I will meet them as they come. He seized his axe, which he had made very sharp, and as the leader of the wolves came on the Tin Woodman swung his arm and chopped the wolf's head from its body, so that it immediately died." - The Tin man, The Wonderful Wizard of Oz.
This is an example of his bravery and importance in the story, getting Dorothy and his friends where they need to be with little to no harm.

Glinda has a key role in the movie, she is a beacon of hope for all of the munchkin people, seemingly flawless and always appearing at the right time.
Glinda sends Dorothy off on her magical adventure to find the Wizard, she has always been able to fend off trouble for the munchkins when they need it.
In this scene Glinda is showing a great deal of confidence fending off the Wicked witch telling her that she has no power and simply shooing her away, this gives the munchkins a sense of accomplishment and authority.
Glinda is also the one who sent Dorothy to the Wizard, giving her the opportunity to meet her new friends and allowing her to kill the Wicked witch freeing all of Oz.
Overall Glinda has a key role in the film as you can see, she gives the munchkins hope and causes Dorothy to meet all of the main characters.
