5/7/2025—The CNMI Department of Corrections officially kicked off Correctional Officers and Employees Week on May 5 with a proclamation ceremony held outside the DOC facility in Susupe.
The event featured remarks from Corrections Commissioner Anthony Torres, who told attendees he had fulfilled a key promise made upon taking office—to restore public trust in the correctional system.
“I am proud to report to you that we have restored trust in our Northern Mariana Islands DOC. We have restored trust in our adult facility, our Manhoban Care Center, our Outreach Program, and our Parole Division,” Torres said. “We will remain vigilant and consistent with our efforts to maintain this trust.”
Torres also referenced the constitutional oath he took as a public servant, emphasizing its importance to the agency’s mission.
“As I reflect on our duties, I am reminded of Article 17, Section 1 of our Commonwealth Constitution, which outlines the oath of office,” he said. “This oath is not merely a ceremonial pledge—it is a solemn commitment to ethical governance and the well-being of our citizens.”
Gov. Arnold I. Palacios and Lt. Gov. David M. Apatang also signed the official proclamation declaring May 5-11 as Correctional Officers and Employees Week in the CNMI.
Palacios commended DOC staff for their service and described them as vital to the Commonwealth’s public safety infrastructure.
“Our correctional officers perform a job that most people never see—and rarely understand—but which is essential to the safety of our community,” Palacios said.
Apatang echoed those sentiments, recognizing the challenges correctional officers face on a daily basis.
“Your job is difficult, your environment is controlled, and your duties are demanding,” Apatang said. “But you continue to serve with integrity and resolve.”
As part of the ceremony, the Department of Corrections announced and celebrated a series of promotions within its ranks:

The event was emceed by Police Sgt. Patrick M. Arriola-Camacho, a former corrections officer and stand-up comic who performs under the name “Chinaman.” He added humor to the occasion, jokingly suggesting that the CNMI consider adding a “Masters of Ceremony Week” to its list of proclamations.
Correctional Officers and Employees Week will continue with additional activities recognizing DOC personnel throughout the week.
