SAIPAN- August 12,2025- Secretary of Public Lands Sixto K. Igisomar has formally transmitted an updated list of land compensation claims to the Office of Governor David M. Apatang, reaffirming the Department’s commitment to transparency, and inter-agency coordination.
The list was originally submitted by Secretary Igisomar in May 2025 to the late Governor Arnold I. Palacios, has since been revised to include additional claimants whose documentation has been verified and approved. As a courtesy to Governor Apatang and in recognition of the recent transition in leadership, Secretary Igisomar is resubmitting the comprehensive list to ensure the new administration has the most current and complete information available.
The total amount of compensation due to the public now stands at $10,739,800,16, reflecting both longstanding and newly validated claims. These claims stem from government takings for public purposes, including right-of-way acquisitions, and have undergone extensive appraisal processes, negotiations, and in some cases judicial actions.
The updated list has also been transmitted to the CNMI Legislature, ensuring that all branches of government are informed and aligned in addressing these long-standing obligations.
Many of the affected landowners have waited decades for resolution. The Department of Public Lands recognizes the enduring patience of these individuals and remains committed to seeing these matters through to completion.
Under existing law, the Department of Public Lands is not authorized to use revenues generated from public lands to pay land compensation claims or legal judgments. Therefore, coordination with the Governor’s Office, the Legislature, and the Department of Finance is essential to identify appropriate funding sources and move forward with disbursements.
“The Department of Public Lands remains steadfast in its mission to resolve land compensation matters with integrity and diligence,” said Secretary Igisomar. “By resubmitting this updated list, we aim to support Governor Apatang’s administration in moving forward with payments and ensuring rightful owners receive what is due to them.”
The Department will continue working closely with the Governor’s Office, the Legislature, and the Department of Finance to facilitate the disbursement process and provide any additional documentation or clarification needed.
