03/19/25 - Oscar M. Babauta, a former House speaker and Department of Public Lands secretary, passed away on Monday on Guam.
In recognition of his significant contributions and unwavering commitment to the Commonwealth, Gov. Arnold I. Palacios and Lt. Gov. David M. Apatang ordered that the flag of the CNMI, together with the flag of the United States of America, to be flown at half-staff at the Juan Atalig Sablan Memorial Building and upon all public buildings, instrumentalities, and grounds within the Commonwealth until the sunset of the day of his interment.
“It is with profound sorrow that we announce the passing of the honorable Oscar M. Babauta, a beloved and respected leader in our community and the Commonwealth. Mr. Babauta’s distinguished career spanned many years of dedicated public service, during which he held several key positions, including Speaker of the House, of the, special assistant for Administration, among other key government positions. Throughout his tenure, he was a steadfast advocate for the people of the Commonwealth and played a pivotal role in shaping the future of our community,” Palacios and Apatang said in a statement.
They added that Babauta’s contributions to public service, his leadership, and his unwavering commitment to the betterment of the Commonwealth will be remembered for generations to come. His dedication to his work and the people he served earned him the respect and admiration of colleagues and citizens alike.
“The thoughts and condolences of the entire community are with Mr. Babauta’s wife Lolita, his children and family during this difficult time. His memory and the impact he made on the Commonwealth will not be forgotten,” they said.
Senate President Dennis C. Mendiola also sent his condolences to Babauta’s family and said the CNMI lost a great leader.
“It is unfortunate for the CNMI that one of our long serving public servant has passed. Ana and I offer our sincere condolences to the family and may the late OB rest peacefully. On behalf of our Senate Leadership, we offer prayers for eternal rest and may the perpetual light shine upon our beloved OB.”
House Speaker Edmund Villagomez asked the CNMI community to join him in mourning the passing of Babauta.
“I was saddened by the news of his passing. He was a public servant who served the people well. I extend my condolences and prayers to his wife, children, and family.”
Babauta was born on Dec. 29, 1954. He served as the 12th speaker of the Northern Mariana Islands House of Representatives during the 15th Commonwealth Legislature.
During the administration of governor Benigno R. Fitial, he served as secretary of the Department of Public Lands. He continued in that position under the late governor Eloy S. Inos. In the early months of his administration, Palacios appointed Babauta as the special assistant for administration.
