04/09/25 - For the first time, the president of the National Conference of State Legislatures visited the Commonwealth of the Northern Marianas Islands. Utah State Senator and NCSL president Wayne A. Harper, a Republican, met with CNMI senators and representatives on Tuesday.
Harper is visiting Saipan and will visit Guam later this week with Arturo Pérez, vice president of the NCSL State Services Division and a liaison assigned to help the CNMI.
The Utah State Senator acknowledged that many state lawmakers are not aware of territories like the CNMI and its unique relationship with the United States of America through the Covenant.
“One of my goals is to make sure that they understand what goes on in the territories,” Harper told CNMI lawmakers.
Senator Celina Babauta and Senator Donald Manglona both shared that they have used NCSL’s resources for research to draft legislation for the CNMI.
According to the NCSL’s website, the organization was formed in 1975 and its members have access to bipartisan policy research, training resources, and technical assistance tailored specifically to their needs.
