(PRESS RELEASE) The Department of Public Works would like to inform the public of the details for the issuance of Permits for the Liberation Day Parade Spectating Lots. DPW will implement a Raffle System for the issuance of the Spectating Lots, ensuring equal opportunity and fairness. There is only one size lot, which is 10 feet by 20 feet, at a fee of fifteen dollars ($15.00). Valid photo ID must be presented to ensure that all permit holders are easily identified. Vouchers will be issued, and payments must be made through the CNMI Treasury.
On June 23-25, 2025 (Monday to Wednesday) from 8:00 AM to 11:00 AM, the issuance of the Lot Vouchers will take place at the DPW- Building Safety Code Division Conference Room. On the same days from 1:00 PM to 3:00 PM, there will be Receipt drop-offs and Permit pickups at the same location. Spectating lots will not be raffled in the afternoon to ensure that the DPW personnel have ample time to release the paid permits.
Process of The Raffle System
First come, first served; more than 200 available lots to be issued by pulling a number.
If your number choice does not satisfy your needs, return the number and proceed to the back of the line.
Issuance of the Voucher will follow immediately; anyone who pulls a number and leaves the premises will not be issued a voucher and will have to pick a number again.
After payment, return to the BSC Conference Room for the Permit between 1 PM and 3 PM. (Receipt must be presented to receive a Permit.)
DPW would like to remind the public to proceed with caution, share the road with fellow motorists, and remain vigilant to avoid any accidents. On July 04, 2025, the roadway from Quartermaster to the Joeten Susupe intersection will close at 8:00 AM until the final Parade Float reaches the Grandstand.
Failure to comply with the Permit conditions may result in the issuance of a Notice of Violation and a fee of $500 to the permit holders. All permits issued are final and non-refundable.
