08/18/2025 - The CNMI Office of the Attorney General hired Olga Kelley to investigate allegations of government corruption, fraud, and misconduct in the Northern Mariana Islands.
Kelley declined Marianas Press’ multiple requests for comment. Marianas Press submitted an Open Government Act request to the Office of the Attorney General and Department of Finance to learn more about who replaced former special prosecutor James Kingman to pursue cases related to government corruption.
According to documents sent by the OAG in response to Marianas Press’ OGA request, Kelley signed a two-year contract and will receive an annual salary of $80,000.
According to official documents, Attorney General Edward Manibusan offered Kelley the position on May 22, 2024. She was sworn in as assistant attorney general assigned to the Special Crimes Unit on June 4, 2025.
She can read, speak, write, and understand Ukrainian, Russian, and French. Kelley graduated from Golden Gate University School of Law in 2006 and was a deputy district attorney in Ukiah, California, before coming to Saipan.
Kelley recently filed criminal charges against government employees for misconduct in public office related to unauthorized appropriations while transitioning out of the Saipan Mayor’s Office.
