Guam Governor visits CNMI Corrections amid talks of interjurisdictional compact

05/21/2025 - Guam Governor Lou Leon Guerrero recently visited the CNMI Department of Corrections to tour their facilities on Saipan. 

The visit comes amid preliminary talks of an interjurisdictional compact agreement between the CNMI and Guam that would allow some inmates from Guam to serve time on Saipan.

“This interjurisdictional compact agreement is one of those creative solutions to help generate revenue,” said CNMI DOC executive assistant Victoria Deleon Guerrero.

Deleon Guerrero said the overall mission is to also “turn the page from serving a sentence to helping inmates become working and productive citizens so that they do not reoffend.”
