Commissioner of the CNMI Department of Corrections Anthony Torres issued the following statement in response to MP's request for comment about a former DOC officer being charged for "engaging in sexual contact" with an inmate:
"I am issuing this statement in response to the charges filed against a former correctional officer in federal court with Engaging in Sexual Contact with a Person in Official Detention, in violation of 18 U.S.C. Section 2244(a)(4). The safety, dignity, and trust of all individuals within our facilities are our top priorities, and we take allegations of misconduct very seriously.
As soon as these allegations came to my attention, I directed our Special Investigative Services (SIS) to launch a full and comprehensive investigation. We also partnered with the FBI, whose expertise and support have been invaluable in helping us pursue accountability and uncover the full scope of the matter. I sincerely thank the FBI for their dedicated partnership in this effort. Back in February 2024, she was under investigation for assault on another correctional officer. At this point in time, she resigned in lieu of termination. She was not aware that she was also being investigated for Engaging in Sexual Contact with an inmate.
Let me be very clear: the Department of Corrections has zero tolerance for unethical or unlawful conduct by our staff. Any breach of trust, such as this, erodes the integrity of our department and the safety of those we serve. We remain committed to holding staff accountable and ensuring that our standards are upheld across all our facilities. Additionally, I want to note that any staff member engaging in egregious Color of Law Violations will be dealt with swiftly and held accountable to the fullest extent of the law. Resigning from employment will not shield you from any potential prosecution.
We are continuing to monitor and review the situation and will take all appropriate actions to address this incident and prevent future misconduct. Our focus remains on fostering a safe, respectful environment and maintaining the public’s trust.
