10/17/2025 - The CNMI Public School System outlined the anticipated effects of the federal government shutdown at their Wednesday night board meeting.
Federal Programs Officer Jacqueline Che told the CNMI Board of Education that formula grants are expected to continue. In her report, Che said core federal programs such as Title I, Title II, the Individuals with Disabilities Education Act, and Career Technical Education are all “forward-funded” and should continue without interruption.
Che noted, however, that there could be delays in new grants. She explained that competitive or discretionary grants may be delayed until appropriations resume.
Regarding school meals, Che reported that the U.S. Department of Agriculture has funding available to cover school meal reimbursements through the end of the calendar year.
Che said there is no updated federal guidance yet for Head Start programs, but previous shutdowns did not affect ongoing grants.
Che noted that minor delays in federal processing and drawdowns are possible. “PSS should keep reserves available to cover temporary gaps,” her report ot the BOE said.
The Council of Chief State School Officers offered the following best practices in managing shutdown challenges: prioritize continuity of instruction and essential student services, delay nonessential activities or new initiatives, maintain clear communication with schools and, to include, stakeholders, and monitor federal updates closely and adjust operations as needed.
