08/15/2025 - Gov. David M. Apatang advised everyone not to believe everything that’s posted on social media concerning the misuse of a government vehicle charge against Department of Public Works Secretary Ray Yumul.
However, according to CNMI Department of Public Safety, Yumul was arrested for DUI and misuse of a government vehicle after being pulled over at Twins Market in Lower Navy Hill last July 24.
In a previous interview, CNMI Department of Public Safety assistant chief of police and acting public information officer Simon Manacop said, aside from DUI and misuse of a government vehicle, Yumul was also arrested for reckless driving, display of a license plate, and implied consent, test refusal.
“I have no idea...I have not received any report from anybody regarding that issue. And once we receive a report from [Department of] Public Safety or whatever, you know, I think we should let the courts take [it’s course], you know, we'll just wait until somebody decides what to do,” said Apatang when asked about the reported misuse of a government vehicle charge against the DPW secretary following a press conference last Aug. 14.
The governor then said he appreciates the media’s query on one of his Cabinet members, but added not to believe everything on social media.
“I appreciate it... It's a lot of rumors on Facebook. Don't believe rumors...What is it called that anonymous person, whoever that is, is always out there reporting some false information? So, you know.”
Yumul was initially present during the press conference about Apatang’s executive order for an accelerated financial audit of CNMI government finances, but left the Governor’s Conference room when the issues on charges against him were brought up.
Manacop said Yumul’s court appearance is set for Aug. 21, 2025 where he will be formally charged.
The Office of Attorney General confirmed that it has received the information regarding the arrest of Yumul and will conduct the investigation.
Marianas Press first contacted Yumul via social media to respond to what were initially unconfirmed reports. He answered by only texting “good morning.” When DPS confirmed his arrest on DUI and misuse of a government vehicle, among others, Marianas Press contacted him again. He didn’t respond anymore.
