When filtering with contains, it will provide you with all results that contain the aspects you have selected or unselected. Contains/ has any is the filter that is the most useful and will provide you with the most applicable results without missing opportunities. Contains/has any is best used for filtering areas that have multiple selections, such as topic or geography.
Is will give you opportunities that are only with that exact value you are filtering for. This is useful when you need an opportunity to have specfic information that is non-negotiable. For example, if you needed an opportunity that would get you $50,000 or more, you could filter grant floor is $50,000 and set the grant floor to $50,000. The use of is when filtering may not be useful for areas with multiple selections, as you may end up missing some opportunities.
Is not will give you all the opportunities that are not a part of whatever area you selected. This is useful when you want most of the possible selections in a category and don't want to go through to select them all. For example, if you want to see opportunities for every New England state and New England as a whole, you could filter is not National for geography.
