Definition of Harassment, Intimidation and Bullying (HIB)? 

(must have all 3 bullets to be considered an HIB)

• Any behavior such as a gesture, written, verbal or physical act or any electronic communication, where it is a single incident or series of incidents, that is-

• Motivated by any actual or perceived characteristic, such as race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, a disability or any other distinguishing characteristic and that takes place either in school or out of school and-

• disrupts the students school environment
