Through a bond referendum, the state pays for a percentage (up to 34%) of eligible projects.
Our district only receives money from the state if the referendum passes.
Why a referendum? Lawrence Benefits….
Only a referendum generates state aid. Without a referendum Lawrence will not receive state aid. We estimate that NJ will fund approximately $9,000,000 of the debt issued.
Why issue debt now? We waited…..
We have been planning on renovations and additions for years; however, we waited until we paid off existing debt. (See attached slide)
Why hold a referendum in March instead of November? Kids benefit…
A March referendum allows more students to take advantage of the additions and renovations.
A successful referendum in March provides an 8 month head start on construction.
Is there a cost to hold an election? There is a cost either way….
Yes; however, we believe that the cost is acceptable given that students will be able to occupy the space sooner and that we will receive a significant amount of state aid.
If we wait, students and parents miss an opportunity
Can we save money and borrow less? Yes, we have been saving….
The Board has deposited funds into its Capital Reserve account as a “down payment” to reduce the amount needing to be borrowed.
Can we undertake this project without bonding? No,
Without bonding, LTPS would not get state aid.
Students and staff: The project will significantly improve learning environments and accommodate growth. Renovations will create modern, up-to-date facilities that enhance educational experiences across all programs, from arts and athletics to special education. The expansion will provide the flexibility to meet the district's evolving needs, supporting an additional grade level and reducing overcrowding. Improved spaces and resources will foster higher student engagement and achievement, while also boosting teacher satisfaction and retention.
Community members: All residents can take pride in the excellent school system that defines Lawrence Township as a District of Excellence and a desirable place to buy a home. The projects under consideration improve traffic flow around our schools and add spaces that can be used by the community.
Taxpayers: When repairs and other projects are included in the annual budget, local taxes cover the entire cost. Through a bond referendum, the state pays for a percentage of the projects, reducing the amount needed from taxpayers. The state will review the district’s proposal before notifying us of the amount of aid we’d receive with voter approval. That information will be shared on this website once it is available.
