The LLCSD Newcomer Program has been developed to meet the academic, literacy, acculturation, English Language development and career needs of students in grades six through twelve who have been in US schools for less than two years and have low English language proficiency. A district-wide Newcomer Program will ensure that language minority students who are English limited proficient learn to use English competently for personal, social and academic purposes, transitioning successfully at their ability level into the English-only program. 

Who is a Newcomer? Newcomers are those students new to our country, to our schools, to the English language, and, in some cases, to literacy experiences. A newcomer is formally defined as a limited English proficient (LEP) student who has been in the United States for less than two years and who demonstrates little or no ability to express him or herself in English. For the purposes of LLCSD Newcomer Program, that definition is expanded to include students who have been in US schools for three years or less and have low English language development proficiency as measured by the California English Language Development Test (CELDT).
