Steps to Identifying ELLs

  1. A Home Language Questionnaire is completed (HLQ)
  2. An ENL teacher conducts an interview with the family
  3. The New York State Identification Test for English Language Learners (NYSITELL) is administered
  4. The student is either identified as an ELL or a non-ELL

When a family registers in Liverpool Central School District (LCSD) they complete a Home Language Questionnaire (HLQ). If a language other than English is spoken by the family at home, the student and the family will be interviewed by an ENL teacher to determine if the New York State Identification Test for English Language Learners (NYSITELL) needs to be administered. The NYSITELL identifies the level of English language proficiency the student is at. The NYSITELL also determines whether the student will receive ENL services or not.
