Private Employment Data
Employment Outcome Measures
ABE clients collect employment outcome follow up data for students who have exited the program for counting on NRS Tables 5, 5a, 8, 9, 10, and 11, and the State and Local Performance (SPR), Participant Characteristics search. (See page 32 in the NRS Technical Assistance (TA) Guide.) Employment is also reported on Table 6.
Employment data is collected in one of two ways:
Data matching from a data source, such as state unemployment insurance (UI) records - typically through a common identifier such as the student social security number
Manual follow up survey with the student two and four quarters after the student exit date
Both of these methods raise privacy and confidentiality concerns. To address the privacy and confidentiality issues, the Private Employment Data (PED) process has been implemented in LACES for clients who have privacy agreements with their state departments of labor and/or the State Wage Interchange System (SWIS) and have opted in to this functionality.
Agency Configuration
To see if your agency is configured for PED, look at the agency configuration settings.
Select Agency Settings from the person profile icon menu.
If you do not see Agency Settings on the person profile icon menu, then your user role does not give you permission to access Agency Settings.
Open the Detail panel at the Agency Data tab.
Look for the following configuration:
How Employment Data is Limited
Whether or not student employment data is hidden or visible is determined by the user's role.
A new role called Private Employment Data Manager has been created. This role may NOT be assigned by a user with account management permissions. Only LPS developers may assign the role to users designated by the state director. States who opted in to Private Employment Data informed LPS prior to the release which users in their state would have this role.
The Private Employment Data Manager role allows the user to:
See all employment data in the student record with no restrictions, including employment achievement rows in the student FY summary.
Run all searches and reports that return employment data.
Add or Replace NRS table searches or Statewide and Local Performance searches, and may drill down to the participants populating the cells that indicate achievement of an employment outcome.
Import employment data at the SEA.
There are two employment data imports available at the SEA:
Import Quarterly Earnings - Visible
This import is used to import employment data that is NOT part of an agreement to keep data private. Work history records generated from this import are visible to all users, whether the client has opted in to PED functionality or not.
Import Quarterly Earnings - Hidden
This import is used to import employment data that IS part of an agreement to keep data private. Work history records generated from this import are not visible to any users except those with the Private Employment Data Manager role.
Non-Private Employment Data users do not see any employment related searches, reports, and fields, including the employment outcome columns in the PoP record, or SEA Hidden employment imports at the All System Tasks area. The only employment data viewable in the student record are work history records manually entered, or work history records that populate from manual entry at the All PoP Summary area.
NRS Tables
NRS tables that report employment outcomes - 5 (including Table 5 at the all PoPs Summary area), 5a, 8, 9, 10, 11, Table 6, and the State and Local Performance (SPR) searches for Employment Barriers and Participant Characteristics - only allow Non-Private Employment Data users to select Replace on the searches. This means that these searches cannot be run on a specific selection of student records. The cells in the searches indicating employment outcome will populate, but the cells are read-only. The user may not drill down to the student records by employment status (Table 6) or students who achieved employment outcomes.
