South Carolina Public Employee Benefit Authority (PEBA) administers the insurance benefit plans for employees of state agencies, public higher education institutions, public school districts, charter schools and other local subdivisions of government that participate in PEBA insurance benefits.

You have two options for dental coverage: Dental Plus or Basic Dental. Dental Plus pays more and has higher premiums and lower out-of-pocket costs. Basic Dental pays less and has lower premiums and higher out-of-pocket costs. When you make your election, you’ll choose either Dental Plus or Basic Dental, not both. BlueCross BlueShield of South Carolina (BlueCross) processes dental claims.

MoneyPlus & Health Savings Accounts
MoneyPlus is a tax-favored accounts program that allows you to save money on eligible medical and dependent care costs. You fund the accounts with money deducted pretax from your paycheck. ASIFlex administers the MoneyPlus program. This benefit is only available to active employees.
State Health Plan Savings Plan members can contribute to a Health Savings Account, or HSA. An HSA helps you get the most out of your health plan by reducing your taxes while saving for future medical expenses. An HSA is essential to help you prepare for your health expenses.

New Hire Enrollment & Effective Dates
You can enroll in benefits within 31 days of the date you are hired.
Your benefits will usually begin on the first day of the next month following your start date.
If your hire date is the first of the month, then your benefits will begin on the first of that month.
If your hire date is the first working day of the month, but not the first calendar day, then you may choose to have your benefits begin the first of that month or the following month.
When You Can Make Changes To Your Coverage Or Covered Dependents
During Open Enrollment, which is every October 1st-31st
Within 31 days of a Special Eligibility Situation like birth or adoption of a child, marriage, divorce, gain or loss of other coverage, etc.
When You Leave Employment
If you resign or retire, your benefits will end on the first day of the month following your last day worked.
If you are an academic transfer, your benefits will continue throughout the summer.
