Site Utility Relocation Project

The Site Utility Relocation Project (SURP) is a multi-year project managed by the Projects & Infrastructure Modernization Division. SURP will create major utility infrastructure upgrades to prepare the Lab for future research construction (BioEPIC) and development, as well as improve the reliability and safety of the Lab's electrical systems.

A Note on Timing: Outages May Begin at Noon on Friday

Because of the magnitude of this outage, some building systems must be powered down as early as noon on the Friday April 23. We know this affects normal work day schedules. Please consider how much time you will need to put your equipment in safe and stable mode by noon on April 23 and plan accordingly.

PLANNED ELECTRICAL OUTAGE APRIL 23-25

Note: there is also a natural gas outage planned for buildings 55, 55A, 56, 64, and 90 complex. Details on that are in the Natural Gas Outage section at the bottom of this page.

TIMING

  • April 23, noon Utility power is shut off. Building tenants should put equipment in safe and stable mode before that time and on-site personnel exit the building.

  • April 24-25 Buildings are closed all day.

  • April 26, 7:00 a.m. Buildings re-open as normal.

FOR BUILDING TENANTS

  • All building tenants are asked to place equipment in safe and stable mode by noon on Friday, Apr. 23. Use this guidance from EHS to prepare your lab or technical area.

  • In consideration of the Lab's COVID-19 controls, if you need to be onsite to safely shut off your equipment, and/or set equipment to receive standby power, and/or restart equipment when power is restored, please arrange your site access with your respective Transition Leadership Team representative.

  • Standby power is available only to equipment that is already connected to e-outlets. Buildings 50A, 50B, 55, 56, 64, 70, 70A, 88, 90, 91, and 91U will have standby power.

  • The buildings will not be occupiable during the power outage.

  • Entry to the Lab will not be impacted as Blackberry Gate will be equipped with backup power.

NATURAL GAS OUTAGE APRIL 24-25

TIMING FOR APRIL 24-25

  • Saturday, April 24, 7:00 a.m. -- Natural gas service will be stopped to affected buildings. The road will remain open to all vehicle, bicycle, and pedestrian traffic.

  • Saturday, April 24 - Sunday, April, 25 -- There will be no hot water or heat to buildings for the duration of the work.

  • Monday, April 26 , 9:00 a.m. -- Gas service is restored.

  • Tuesday, April 27 -- Hot water and heat to buildings are operational as normal.

FOR BUILDING TENANTS

  • All building tenants are asked to place equipment in safe and stable mode by noon on Friday, April 9 and again on Friday, April 23. Use this guidance from EHS to prepare your lab or technical area.

  • The buildings will not be occupiable due to the power outage taking place at the same time.

  • Consider bringing layers the day after the natural gas outage as the building may be cold due to being unheated over the weekend.

  • Water from faucets may also be cold immediately after service is restored. Per CDC guidelines, washing hands with soap and cold water is still effective to prevent the spread of COVID-19.

TRAFFIC DELAYS ON APRIL 24

As part of the Site Utility Relocation Project, contractors will be replacing natural gas lines, which may cause traffic delays on Saturday, April 24. Flaggers will be in place to direct traffic.

  • At approximately 9:30 p.m. on Friday, April 9: the backup generator for building 50A failed which impacted several IT systems. The generator was replaced and e-power was restored. IT is investigating potential impacts across the site. Contact HelpDesk for any IT-related issues.
