2025 Long Range Development Plan and Environmental Impact Report

BERKELEY LAB LONG-RANGE PLANNING (2025-2045)

In 2025, the laboratory prepared an updated Long Range Development Plan (LRDP) to succeed its 2006 LRDP. The new 20-year LRDP was approved by the UC Regents in September 2025. This 2025 LRDP provides guidance for the Lab's continued development of safe, efficient, cost effective, and operationally flexible infrastructure to support its evolving scientific missions.

University of California (UC) LRDPs establish a framework of land-use principles and policies to guide future campus growth and change. Berkeley Lab's 2025 LRDP includes projections for campus population, building space, parking, and land use through 2045. To assess the potential environmental impacts associated with LRDP development, an Environmental Impact Report (EIR, State Clearinghouse Number 2024050545) was prepared and certified pursuant to the California Environmental Quality Act (CEQA).

Impacts associated with the Laboratory's on-going Vegetation Management Program (VMP) were also analyzed in the 2025 LRDP. Continuation of the VMP, approved separately from the 2025 LRDP in a November 2025 decision, provides for management and maintenance of wildland fire fuels on the Lab's 202-acre campus over the next 20 years.
