Reading Endorsement Specialist
The Reading Endorsement in Florida is an add-on credential to a valid Florida teaching certificate to denote additional training in reading instruction, consisting of the five courses below.
Reading Endorsement Competencies
Competency 1: Foundations of Reading Instruction (60 hours)
Competency 2: Application of Evidence-based Instructional Practices (60 hours)
Competency 3: Foundations of Assessment (60 hours)
Competency 4: Foundations and Applications of Differentiated Instruction (60 hours)
Competency 5: Demonstration of Accomplishment (60 hours)
Teachers who teach summer reading camps for third grade students scoring Level 1 on state standardized assessment of ELA (s. 1008.25, F.S.)
Teachers instructing retained third grade students (s. 1008.25, F.S.)
Teachers providing Tier 3 reading intervention must possess a literacy micro-credential or be endorsed or certified in reading (Rule 6A-6.053, F.A.C.)
Literacy coaches must have a minimum of a bachelor’s degree and be endorsed or K-12 certified in the area of reading (Rule 6A-6.053, F.A.C.)
School district personnel and instructional personnel who supervise teacher candidates during internship in grades K-3 or who are enrolled in a teacher preparation program for certification in these coverage areas (s. 1012.585(3)(f), F.S., Rule 6A-4.0051, F.A.C.):
Elementary Education (K-6), Prekindergarten/Primary Education (age 3 through grade 3), Elementary Education (grades 1-6), Primary Education (grades K-3), English (grades 1-6), Middle Grades English (grades 5-9), Middle Grades Integrated Curriculum (grades 5-9), English (6-12), Exceptional Student Education (grades K-12) (renewal beginning with a validity date of July 1, 2025), Reading (K-12), Reading (Endorsement), and English for Speakers of Other Languages (ESOL) (grades K-12)
Candidates entering a teacher preparation program, educator preparation institute, or professional learning certification program for certification in these coverage areas (s. 1012.585(3)(f), F.S., Rule 6A-4.0051, F.A.C.):

Reading Endorsement requirement is different from the Reading-40 requirement for recertification though there is some overlap. Some reading endorsement competencies cover either the Reading-40 requirement or both the Reading-40 and SWD requirement for certification renewal.

LCS Hybrid Job-Embedded Reading Endorsement.

*Special Note regarding Lake County Charter School Educators--Charters should contact Schultz Center or UF Lastinger directly to register for competencies.Charter schools may participate in the LCS Hybrid Job-Embedded pathway depending on available space, and will be charged in accordance with the Charter School Administrative Fee Schedule approved by the Lake County School Board. All participants must seek administrative approval prior to registering for these courses. Once courses/competencies are completed, certificates of completion can be submitted to Tersia Conner in Curriculum, Instruction, and Assessment.
Educators who have completed and passed all competency coursework, as required by their Statement of Status of Eligibility, should follow the steps in the Lake County Certification Website for final processing (link may be found below).
Certification requirements are subject to change! It is essential that you apply for the additional subject before you begin completing requirements. To ensure that you are completing the required steps to add the subject to your certificate, the Bureau of Educator Certification will provide you with a Statement of Status of Eligibility that officially outlines the requirements you need to complete for that subject. The Bureau cannot guarantee your path to eligibility for the subject until your application form has been received and completed. Please visit Certification's website for information about how to add the Reading Endorsement to your certificate.
Available to LCS certified K-12 Educators required to add-on the Reading Endorsement
Sessions are facilitated by the Schultz Center
Participants must register in TNL and complete a Participant Agreement to activate enrollment in the courses
Available to LCS certified K-12 Educators

Courses will be hybrid, with required face-to-face virtual sessions and independent asychronous learning
Available stipend upon completion of the entire LCS Hybrid Reading Endorsement pathway (all 5 competencies)
The Literacy Matrix is an online, asynchronous professional learing system that builds educators' knowledge of how to implement research-supported and evidence-based reading instruction.
This program is available for free to K-12 educators and coaches in Florida pursuing a pathway to the Reading Endorsement.
Educators can also register for the Literacy Matrix through the self-pay option, including but not limited to:
Any non-Florida public school educator
Any private charter school, private school, or homeschool educator
Any Florida public school educator who is not able to register due to lack of seats or does not meet eligibility requirements
The application for Competencies 2-5 of the Literacy Matrix is now open for the 2025-2026 academic year.
This will be a six-month program running from August 26, 2025 to May 4, 2026.
If you are interested, register as soon as possible to ensure you secure a seat in the program.
Applications are open July 21-August 8.
Educators returning to the program begin Competencies 2-5 on August 26.
Educators new to the program begin a Literacy Micro-Credential (Competency 1) on August 11 and then begin Competencies 2-5 on November 12.
To be correctly enrolled in the Literacy Matrix, you must first apply to enroll in the Elementary or Secondary Literacy Micro-Credential to satisfy Competency 1. The application for the Micro-Credentials closes July 25, or when capacity is reached.

300 hours of professional learning
60 hours from a Literacy Micro-Credential (Competency 1) and 240 hours from the Literacy Matrix Competencies 2-5

Educators new to the program must complete Competency 1 (Micro-Credential) and Competencies 2-5 (Literacy Matrix). Educators who started at least one competency after July 1, 2023, and are returning to the program may enroll to finish the remaining competencies.
