This website contains the information presented to the Netarts Water District Board of Directors each meeting, water quality and pressure reports submitted to our regulators, and additional public information. We do not publish documents protected by Oregon Law. Use the navigation at the top of this page to sort by Meeting Packets and Reports.
You may request nearly any document created or received by Netarts Water District (NWD) by making a public records request. Oregon Sunshine Law ensures that our operations are transparent to the public, preserves account privacy, and mandates that your request is processed economically and without unnecessary delay. In times of emergency, our administrative staff may be reassigned to roles related to service delivery. This is a requirement of utilities in Oregon and could delay your request.
The process typically involves three steps:
Contact Netarts Water District administrative staff regarding your request.
Review the Quote generated from your request and confirm your order with staff.
Pickup your documents in person, by mail, email, or by other means approved by you and NWD.

How: You may request information by form, phone, email, or mail.
What: Any operational document(s) or data not excluded by Oregon Law. Contact us directly for the fastest service and to best understand your request.
Exclusions include specific ratepayer accounts, employee performance evaluations, vendor account information, etc.
Formality: There is no required format or specific language necessary for a public records request.

Email office@netartswaterdistrict.com with a description of your request. NWD will respond to the same email address unless otherwise noted.
Send a letter of your request to PO Box 50, Netarts, Oregon. Note that this method has the longest response times and is generally not recommended.
Approach: NWD strives to keep our cost of service as low as possible and can address many questions and requests without cost to you. For larger requests, NWD will prepare and share with you a quote to cover our administrative costs (staff time, printing, postage, etc.)
Quotes will include a timeline, overview of the information/documents to be retrieved, form of delivery, and an outline of costs. You may choose to refuse, challenge, amend, or accept this quote. Prepayment is expected for most requests. Verbal quotes and acceptance are permitted up to $25 in total value.
Skip the Wait. For small requests, you can skip the quote process by confirming the maximum charge you are willing to incur in your request. This can be particularly helpful for requests fulfilled by mail, where wait times are highest.
Rates: Larger requests use the following formula to calculate rates: materials + research time + other.
Materials include any printing, storage media, replicas, etc. where records are copied to. You own any copies. Our standard printing rates are 25¢ per standard page and an additional $1.25 for certification. Notarization is charged at cost (including travel.) All other material costs are quoted on an as-needed basis.
Research Time includes the time it takes to retrieve and process a request in excess of 15 minutes. Research Time is assessed at $50 per hour, at a minimum of $50, and for any additional quarter-hours thereafter.
Additional Charges and Fee Waivers may be assessed as necessary when it would otherwise disrupt the District's operation and is when in the public interest.
Overages: As soon as NWD believes that the cost required to fulfill your public records request goes beyond the maximum quoted amount, work will stop and we will get in touch with you for next steps.
Your request will be provided in the format agreed on in your quote. If you choose to pickup from our front office (4970 Crab Avenue West), please note that any holiday hours or service outages may delay pickup.
