LACOE's Instructional Technology Outreach (ITO) Coordinators promote the effective use of integrating technology in the classroom. ITO supports the 80 Los Angeles County school districts serving 1.5 million students. Full and half-day workshops are developed in collaboration with the District's needs. ITO workshops feature topics for classified staff, teachers, and administrators.
Mr. José González has more than 18 years of K-12 education experience. While working for LAUSD as the Senior Director of Information Technology, he managed more than $300 million in project and operational funds. He built a reputation as a growth-focused professional with an ability to lead organizations to success. He led the efforts to consolidate an Enterprise Help Desk that will merge customer support for district departments that play a critical role in integrating policies to maximize cross-functional efficiency, stimulate team cohesion and remove silos. His leadership role with the Customer Experience team has resulted in increased student, parent, and employee satisfaction ratings from 70 to 90 percent. Mr. González has held senior leadership positions at multiple organizations in software development, engineering, device management, and infrastructure.
Johan Madrigal is currently responsible for the technology standards adopted by LACOE. His teams include the technical end-user support team that provides technical assistance to our staff, teachers, and students and the Help Desk team that provides online and over-the-phone technical support. He also oversees the Instructional Technology Outreach team that provides technical training, workshops, professional development, Digital Library Services, and Digital Media Services with CalironiaStreaming. Additionally, he manages the technical Project Management Office responsible for the organization's standardization and implementation of all technical projects.

Laura Wilson currently works as Coordinator III with Instructional Technology Outreach (ITO), for the Los Angeles County Office of Education (LACOE). Prior to her current position, she has served in education for over 20 years as a teacher, literacy, curriculum, and senior program specialist. Laura also works part-time as an ESL teacher with adult students. She holds an M.A. in Child and Adolescent Literacy from Loyola Marymount University.
Alejandro Chavira has been an Instructional Technology Outreach Coordinator at Los Angeles County Office of Education for 8 years where he provides instructional technology integration training and support for education staff. Previously, he worked as a social studies and ELA teacher for 10 years. He has also worked with the district's data team to compile test data reports. Alejandro enjoys working on video media production and learning new technology tools that can be used in the classroom. He holds an M.A. in Education Administration.
Cathy Rodriguez is a Coordinator II with Instructional Technology Outreach at Los Angeles County Office of Education. She is inspired by emerging technologies such as the Metaverse, Immersive, virtual, and augmented reality and their use in the classroom. A futurist and contemplative, Cathy enjoys philosophy, science fiction and cosmology books. She has a background in sales and marketing, and teaching experience as an adjunct professor at USC, Pepperdine University, UCLA, and Cerritos Community College. In her spare time, she enjoys a good cup of tea, photography, trying out new recipes in the kitchen, and walking on the beach in Santa Monica.
Christopher A. Hoang, Ed.D, has been in education for over 15 years working in a variety of settings: an after-school program director, tutor, science teacher, school administrator, and, most recently, instructional technology outreach with LACOE. His passion is supporting educators to become comfortable and confident in the use of educational technology to support students.
“Kyip” is coordinator for the Los Angeles County Office of Education. He is a former science teacher and district administrator who has worked for years to integrate technology into the classroom. He enjoys data collection and analysis for program evaluation, educational decision-making and technology-related professional development. Kyip is a self described übergeek and fell in love computers before computers were cool.
Mark Schwanz is a Coordinator II with Instructional Technology Outreach, part of the Technology, Learning & Support Services Department at Los Angeles County Office of Education (LACOE). He has been an educational technology specialist for 30 years with experience as a teacher, tech coordinator, technology coach, and school . Mark holds Google Educator, Google Trainer, Leading Edge Digital Educator, Digital Administrator, Blended Learning, and Technology Enhanced Arts Learning/Social Emotional Learning (TEAL-SEL), and SoundTrap Educator certifications. He has been involved in the Arts since he first played the sax in Middle School and has been an advocate for the Arts through various community, district and school arts initiatives.administrator. He is a graduate of Azusa Pacific University (B.A., M.A.), California State University Fullerton (M.S.).
Scott has worked in K-12 education for 30 years and in higher education for 20 years. He has taught at the elementary, middle, and high school levels. Scott currently works as an Instructional Technology Outreach Coordinator at the Los Angeles County Office of Education. Scott also works as part-time university faculty in instructional and educational Technology. He's a Google Certified Innovator who has earned the Time Warner National Teacher Award and the Classroom of the Future Foundation’s Innovative Educator Award. He received his M.A. in Educational Technology from San Diego State University and his doctorate in Educational Leadership from UCLA.
