Dear Delegate Rosenberg,
As a member of the KIPP Baltimore community, I am writing on behalf of many public charter school families in your district to urge support for a 5% all-in cap on district deductions from per-pupil funding for public charter schools.
This cap already exceeds what comparable states allow and provides flexibility across counties, while deductions above 5% would threaten the sustainability of public charter schools serving Baltimore families and undermine Maryland’s commitment to high-quality public education.
Thank you for your consideration.
Sincerely,
[Your Name]

This is about protecting resources for KIPP students in District 41 — the proposed “special education overage” cap is being pushed hardest by Baltimore City, and it would directly reduce dollars that support services and staffing for our school community.
The window to influence the cap is this week — the regulation is slated for the Maryland Register on February 6, and there may be a special MSBE meeting before then to finalize any changes.
Our ask is simple and specific — keep the cap at 5% all-in (or as low as possible).
