You have more control over navigation.
Google Sites is designed to privilege visuals and page layout. There is some very slick automatic image manipulation available.
(You also give up some control over your design - Google provides a small set of templates with very little ability to customize them.)
Drag-and-Drop interface is more flexible (and more complex) than Blogger.
You can make better use of Google Drive by embedding Docs, Sheets, Slides, Forms, and Calendars easily.
The author is not on every page, so the site may look like more of a group project.
