How do I use Google Docs offline?
To enable offline access, go to your Google Drive page and click the gear icon in the upper-right corner and select Settings. A window will pop. Under the Offline category put a check in the Sync Google Docs, Sheets, Slides and Drawings. Click the Done button at the top right corner of the box.
Allow up to a half hour for all of your Google Drive to sync.
