Grant Eligibility Requirements
A project or application eligible to apply for the Kane County Small Business Grant must be located in Kane County and have an established licensed business and a business plan. If selected for a grant, the business must be registered with Kane County or a community within Kane County before funds will be distributed.
If awarded, half the grant amount is paid up front. Upon completion of the project, businesses are required to submit all receipts for reimbursement of final disbursement of the grant.
Business Development Incentive
Projects and applications for the SBG are required to have a one-to-one matching component, and will be ranked higher based on the match contribution percentage (capital investment, a major equipment purchase, construction or purchase of a building, etc.). Matching component must be directly related to the project.
Job Creation Incentive
Projects and applications for the SBG will be ranked higher if a small business creates new jobs, more specifically higher-wage and full-time jobs, and intends to retain the new employees for at least 12 consecutive months.
Examples of Preferred Kane County Small Business Grant Projects:
● Infrastructure developments
● Construction of a new building/adding to an existing building
● New or upgraded equipment or machinery
● Value-added agriculture expansion projects
● New or uncommon industry investment
● Business-related technology or services
The following projects or applications are ineligible for Small Business Grant Projects (SBG):
● Project is not or would not be located in Kane County
● Project or application does not provide business development or job creation
● Project or application is behind on property taxes, invalid/unapproved business license or Conditional Use
Permit or in violation of any other applicable Federal, State or County rule, regulation or requirement
● Applicants are not eligible to reapply for three years after receiving funding from the Kane County Small Business Grant
Pre-Application Process

Pre-Application – Request for Information (RFI)
The pre-application link is found at the bottom of this page. Once you have completed the application, it will be automatically submitted. NOTE: You will still be able to access and edit your application until June 1.
The pre-application will be evaluated to determine preliminary eligibility. The Kane County Small Business Grant Program (SBG) application project description, along with general company information, business development and job creation potential will be key components of evaluation.
The pre-application is intended to help the applicant and the grant committee evaluate eligibility for the grant. Once the pre-application has been evaluated, the business applicant will be informed of eligibility, of possible deficiencies to be corrected, or of options with other programs in the case that it is determined a business or its proposed project are not eligible for the Kane County Small Business Grant Program (SBG). If a business is deemed eligible, they will receive a detailed notification with instructions to move forward with the Full Application.

Full Application – Additional Project Information, Project Presentation
The Kane County Small Business Grant Program full application is only accessed after pre-application approval. The applicant will be required to upload all supporting documents and at request may be asked for specific information. Review of the full application will entail a comprehensive evaluation of all general business information, supporting documentation and required information. This review will be conducted by the Kane County Economic Opportunity (CEO) Board. The committee will communicate with the applicant about any questions, concerns or deficiencies in the application to offer help in making corrections. If there is an unresolvable issue, the committee will communicate with the business regarding denial of the application, and/or what options they have for future application or other programs. During this timeframe, the business will also be asked to meet with the committee for a short presentation to communicate the highlights of the proposed project. Virtual Zoom meetings can be arranged to allow the business to discuss and elaborate upon their stated needs with the committee.
The full application will contain the following:
● A completed pre-application
● Project information such as financials, scope of work, project cost spreadsheet, funding sources, etc.
● Full applications will require a complete project budget breakdown
● Full applications will require a business plan
● Business license from Kane County or municipality
● Any other required permits or licenses as applicable

Applicant Pitch Period
Week of July 14, 2025
Project Presentation
If your project meets the requirements of the full application process, you will be provided with more information before you are asked to pitch your project to the CEO Board.
Award Process
July 21, 2025
Contract and Award
If an application is acceptable, the committee will determine award and funding terms and work with the awardee to finalize the agreement. The time from pre-application to approval may take as long as three months. The applicant will be required to exercise patience during the review and approval process, and to not engage in the activities of their proposed project, including making purchases and hiring, until a contract between parties is agreed upon and signed.
Upon completion of the project the business will be asked to complete a post-performance report. This report will include finalized project budget and spending, specifically of SBG dollars; detailed listing of receipts for expenses; project summary—jobs created, completed project success, future of project, etc.; pictures and/or other marketing items of the completed project. Post-performance reports should be submitted as instructed.
