Having repeatedly checked the coding, jumpers, LEDS, resistors, and other components, it was deduced that part of the hardware had probably shorted out. The coding was fine as the only task was to turn off and on different functions which I did, and was verified. Once I knew the issue wasn't the code I started switching the LEDs since certain colors have been slightly less reliable in the past; after coming to the conclusion that the lights weren't the issue I began to switch around jumpers which resulted in various odd outcomes. Due to the fact there was no remaining class time I could not re-do the entire circuit.
