In accordance with Hawaii Revised Statute (HRS) 321C, all state agencies that provide services to the public and receive state funds are required to take reasonable steps to ensure meaningful access to services, programs, and activities for individuals with Limited English Proficiency (LEP), and establish a Language Access Plan (LAP).
Information about any program, service, or activity of the Department must be distributed to parents and legal guardians with Limited English Proficiency (LEP) in a language that they can understand, which can be achieved through interpretive services or translation.
