In 2005, the State made it mandatory that anyone under 18 needed to complete a GDL program to drive. The three parts of the GDL are:
Permit phase: students must pass a written, or online, permit test.
Provisional phase: students must pass an approved drivers education program, either through the State or Private instructor:
38 classroom hours
6 behind the wheel (BTW) hours
A notarized driving log with 50 hours of practice driving with a licensed driver over 21.
Pass the road test when the above three things are completed.
Full license phase: if students have their provisional license for 6 months and do not have any tickets or violations, they can convert to a full drivers license when they are 17 years old.Â
